Letter from Shelley
Friends and Colleagues,

As we approach Mother's Day, I wanted to tell you about a unique bill I introduced this week as well as some other important news.
Honoring Mother's Day
Legislation I introduced this week would honor Mother's Day and the West Virginia woman - Anna Jarvis - who started it by minting a commemorative coin in their honor.
My bill would authorize the U.S. Mint to produce the coin in 2014 to mark the 100th anniversary of the national recognition of Mother's Day.
Mother's Day is a special day for mothers and their children across the country, but due to the hard work and dedication of a daughter of West Virginia, the people of our state have extra reason to find this holiday special.
Cutting Taxes & Shrinking the Deficit
In past newsletters, I have told you about the budget that I have now voted against twice because it lays the groundwork for the largest tax increase in American history - nearly $400 billion.
In the past, I have proudly supported tax relief for all taxpayers for two simple reasons: 1) I believe the government taxes you enough, and 2) I believe our economy will grow when you are allowed to keep more money in your pocket.
What has the result of this tax relief been? Since August 2003, the U.S. economy has added 7.8 million jobs - more new jobs than all other major industrialized countries combined. In West Virginia, our unemployment rate stands at a historically low 4.9%.
In addition, the Treasury Department announced yesterday that it collected more tax revenue in April than it has in any other month on record, continuing to improve the budget deficit over last year.
In Congress, you have my word that I will continue to support policies that cut unnecessary and wasteful government spending in order to keep your taxes low.
Sincerely,

Member of Congress

Capito Supports Continued Payments for Rural School Districts
Legislation critical for education funding in Randolph and Pendleton Counties
May 11, 2007 - Washington, D.C. - Congresswoman Shelley Moore Capito (R-WV) voted last night to extend a program of federal payments to rural school districts in counties with large amounts of national forest lands. The legislation would play a critical role in funding education in Randolph and Pendleton Counties.
The Secure Rural Schools and Community Development Act was originally passed in 2000 to continue a century-old federal commitment to help provide funds for education and other critical local needs to rural counties where large amounts of federal land have been taken out of the local tax base.
"I am continuing to work to ensure that rural schools – especially in Randolph and Pendleton Counties in the Second Congressional District – continue to receive the federal support they were promised," Capito said. "The passage of this legislation is a critical step in continuing the fight to deliver this funding."
Funding for the Secure Rural Schools program expired at the end of 2006, leaving 4,400 rural schools nationwide in jeopardy of losing funds this year. A one-year, $425 million reauthorization passed the House as part of H.R. 2207 last night by a vote of 302-120. The legislation now goes to the United States Senate for its consideration.
